No, Rodent urine: Leptospirosis is maintained in nature by chronic kidney infection of rodents and other small mammal resevoirs.  These animals may be infected at birth and excrete leptospires continuously throughout life.  Human infection occurs through direct or indirect contact with urine or tissues of infected animals.  Indirect contact with contaminated water or soil causes the majority of cases.

Depends: If child is healthy then little risk.  If child has health issues, then there could be a concern.  Hepatitis A as well as certain bacterial infections top the list of concerns.  If child has been immunized against Hepatitis A and is healthy, not much risk.  If, when washing underwear, able to soak them in solution with 1 part bleach and 9 parts water, that would kill just about everything of risk.

: HIV cannot be transmitted through above mentioned mechanism, the virus does not live on inanimate surfaces or in the air. There is still a risk for transmission for other germs and cleaning thoroughly should address it properly.
