Big difference: Rosacea tends to be a reactive process in response to various stimulants that may eventually produce long term skin changes such as rhinophyma that are commonly treated with avoidance and antibiotics whereas lupus is associated with a "butterfly" rash that is a manifestation of an underlying autoimmune disease that are commonly treated with steroids.

Protopic.: Protopic and Elidel (pimecrolimus) are calcineurin inhibitors -- anti-inflammatory topical medications. Most dermatologists (me included) feel that Protopic works better than Elidel (pimecrolimus), and neither works as well as steroid creams on inflammatory skin diseases such as lupus - but they lack the steroid-related side effect risks, so worth a try before going to a steroid cream.

Any color intensity:  Most red faces are not lupus. The color intensity with a patient with lupus can be mild too very bright. The diagnosis of lupus depends on many criteria many lab studies and needs to be done with a rheumatologist

Malar rash: Melasma is a very common patchy brown, tan, or blue-gray facial skin discoloration, usually seen in women in the reproductive years. It typically appears on the upper cheeks, upper lip, forehead, and chin.  Lupus may cause a butterfly rash which can be exacerbated by the sun.  A malar rash associated with lupus may be erythematous (red) or brown.

Multip[le causes: I see under conditions lupus is listed so this may be the butterfly rash associated with this systemic disorder.
I do not notice any medications for SLE so I would certainly see a rheumatologist for an evaluation and determine if the disorder could be better controlled. Remember SLE is more than the rash, it effects all organ systems so it must be treated properly.

Difficult cases may need a biopsy and immunoflorescence can clinch the diagnosis
