First you probably: need blood work to rule out thyroid problems. topical antifunals can help with itchy brows and lashes, but you many need a steroid as well. Selsun shampoo probably won't do much. Try your meds for three weeks, if not better see derm in follow-uo

Fungal rash: You could certainly have a fungal rash of the groin, since it is a common area for these infections - given the moisture and lack of sunlight. That's good that it doesn't itch, because some patients have a lot of discomfort from that. Good to show a doctor though to confirm whether it is fungal or not. This should be quite treatable and I hope you get some relief soon.

Nothing quick: You can get over the counter medicines for this. Apply twice a day for two weeks. Then once a day for two weeks. Change to all cotton underwear.

Jock itch: w/out itch is certainly possible.  Since you see some blood it is important to see your doctor.  You don't want to add another infection to what is likely already an infection.  Dark most body areas such as the groin are places where fungus can grow easily.  Light and air can help. Your doc will help.  Peace and good health.
