Depends: Apathy can be due to many things (eg lack of motivation, lack of interest, boredom, etc).  If apathy is serious such that it interferes with function, work, relationships, or other aspects of ones life, than perhaps it may useful to talk to a psychiatrist to evaluate the nature of the apathy and any related symptoms.

Need more info: Apathy is a current feeling.  Hard to say whether something from childhood might make one more or less prone to feeling it.  Possibly, early events might make one more prone, e.g., being raised with high expectations of success only to find oneself in a dead-end job with few prospects or, conversely, being abused and neglected, & therefore having trouble risking getting excited about current life.

Don't ask questions: Apathetic people don't ask questions. Not even rhetorical ones like yours. But there are many success stories in a recession. It's just the ratio of success to failure that decreases. Its ultimately up to you to blame personal failure on circumstances like the faltering economy or seek new solutions to your problems.

Not apathy: Seek meaning instead. People who have survived horrorific childhoods may say, "i learned never to be cruel" / "i learned to appreciate the simple good things." I have many regrets but can say, "i finally learned how not to be a jerk" & made amends where i could. No life is perfect. Difficult relationships can be ended; you can learn a new marketable skill even if you have some disability.

Find the cause: Depression, dysthymia, alcohol abuse might be the more common causes. Hypothroidism[ low thyroid] even untreated diabetics demonstrate this feature. Cocain, crack, methamphetamineabuse causes dads[dopamine depletion syndrome] which is centered around apathy.
This requires a careful assessment to determine cause.

Depends on the: cause.  Do you have a hormonal imbalance, a depressive disorder, medical condition, a vitamin or mineral deficiency etc? This needs to be medically evaluated to get to the bottom of things. Once the cause (s) is better understood - a treatment plan can be developed.
