Old skin: You already answered your question in a way - the black stuff is likely flakey dead skin. Since it is not painful, it is unlikely to be a bacterial infection.  If there is itching, it could be secondary to a fungal infection or even chafing due to exercise. "jock itch" is due to a fungus, and often causes darker skin in affected area.  It would be best to see your Dr to make a definitive diagnosis

Could be normal: As we get older, we get more "spots" on our skin, including the scrotal area. Because normally skin here is 'wrinkled-up' and we usually don't check down there daily, seeing some darker spots can be worrisome. Stretch/flatten it out to see what it looks like. Normal: What you described is the normal state for scrotal skin.  Unless you have observed a major change in the skin, let it be.
Have a healthy diet, exercise 30 minutes/day, drink plenty of water daily so your urine is mostly colorless, have safe sex, no tobacco alcohol weed or street drugs. For nutrition: http://www.choosemyplate.gov/.

Itchy scrotal skin: Itchy scrotal skin can have a number of causes, such as eczema, contact dermatitis, candida infections.  Even some benign growths on scrotal skin like angiokeratomas, tiny little purple papules, can cause itching.  One must be careful with using cortisone cream in this area as the skin is thin and delicate, and cortisone can cause thinning in a short period of time.

: This sounds entirely normal. In almost all mature males, one testicle hangs lower than the other. (Upscale tailors even have a turn for it, in tailoring trousers:  "Do you dress right or left", meaning which side his testicles hang -- usually the side of the lower one.) But if you continue to find it bothersome, perhaps a urologist could tighten things up with minor surgery. Good luck.

Always concerned: about some candidal infection, so if OTC topicals don't clear it, see your doctor for culture.
