Should get checked: IF he is getting dark skin and is not tanning or putting something on to darken the complexion she then should get a work up.
I would start with an internist and dermatologist. It may be due to an endocrine issue. There are also some skin presentations of systemic diseases that present as a darkening of the skin

Melanin production: Tanning is the result of melanin production in response to ultraviolet radiation. It takes some time for the cells to make melanin.

Maybe: Sounds like you have tinea versicolor, this is treatable with a antifungal cream. After treatment  and over time (months to years) the skin can return to it's original color.

The: Whole leg coloring discrepancy would be rare unless your work require you to drive around on passenger  seat and you where wearing shorts. Should see a dermatologist for a closer look.

Blame your ancestors: Unless you are taking certain meds, your skin darkens in the sun. Most people enjoy this. Don't become a recluse: get out & live in the world. You can try using a sunscreen-----spf 15 or higher------every morning.

See your doctor: It is possible to get hand and arm and face hyperpigmentation from taking hormones or having hormonal changes.  It is a good idea to have your doctor check this and make sure it is benign and then after a proper diagnosis start laser therapy to decrease the color or bleaching cream. Hope it is easily reversed.

Would  encourage : You not to use a tanning bed. Tanning beds seriously increase your risk for skin cancer.
