melanin gives skin, hair, eyes a dark pigment. i have brown eyes, black hair but why am i pale? if i have melanin for black hair then why can't i tan?

Melanin distribution: Melanin distribution varies in location in humans.  Dark hair and eyes do not imply melanin production in the skin.

Probably genetics: Often dark circles under the eyes are due to blood congestion in that area.  It can be caused by superficial discoloration which responds to IPL but usualy the dark circles are hereditary and IPL or creams do not help.  Consult with an eye doctor or plastic surgeon for help. If no procedure can be done then see a make up specialists for help concealing it

Iron deposits : could be the hemoglobin and iron from the blood that seeped into the tissue.  Some laser and IPL can help correct.  Possibly PRP

Common allergens include pollens, dust mites, molds and animal danders. Based on the results, the allergist can usually help you feel and look better if you are allergic.

Allergic Rhinitis: Sounds like your congestion may be due to environmental or seasonal allergies, leading to "allergic shiners" -- i would recommend an over the counter antihistamine possibly in conjunction with a nasal steroid -- please discuss with your physician, .

Allergies: Dark pigmentation around the eyes is commonly caused by allergy, and may be due to repeated episodes of swelling as well as itching and eye rubbing. Broken lid vessels lead to pigmentation. Certain glaucoma eye drops are known for skin pigmentation, as is Latisse (bimatoprost) for eyelash growth (if it gets onto the skin). Decreased pigmentation can occur which cholesterol deposits (xanthelasma) and vitiligo.
