Not necessarily so: "cysts" as you say are not always cancer. Still they do warrent further check up. There are many different kinds but you should see an oral surgeon to help diagnose which one it is.

hard movable smaller than a pea about 2 inches from my chin on jaw bone not under. it appeared after cystic acne spot on chin. its pretty hard, should i be concerned? only been there about 1.5 weeks?

Likely lymph node: lymph nodes are the bodies serum cleaners scattered throughout the tissues. They are often noticed in the neck/head area where they are not buried deeply in tissue. They enlarge when cleaning serum after triggering events like the acne, work for 3-4 weeks then shrink after the stimulus fades, Give it some time.

Correct advice: It is not an urgent matter, however, if the cyst is bothersome, the only reliable way to get rid of it is by surgical excision. It could be done under local anesthesia and it not a dangerous operation.
