cut my finger on glass 2 weeks ago at the joint. site of cut not really painful but its slightly raised, a bit pink and white in the middle with a dot.  its not healing or getting worse.is it infected?

Probably not: It doesn't sound like it is infected without redness or swelling being present. The white dot in question may be some sort of retention cyst. If you can take a pic and send it to us, it would be more helpful. I recommend salt water soaks and hopefully with time the skin will flatten out nicely.

A cut is a cut: Tetanus is possible when a cut on the skin is contaminated by tetanus spores that are all around, predominantly in soils. It doesn't matter what made the cut if the exposure comes after the skin is open. The rusty nail is the classic source because it is on the ground to begin with when people step on it. Even if low risk it serves as a reminder to update your protection.If > 10 yrs get the shot.

Glass cut: Glass tends to cut deep and bleed a lot, so the bruise can be from blood collected under the skin. If the glass is stuck you can feel it under the skin, observe  for a day or 2 and put pressure to stop the bleeding.

If deep or long, over a joint, any change in sensation, a bite laceration, dirty mechanism or any impraired range of motion see a surgeon. Be sure you are up to date on tetanus immunization.
