Peyronie’s disease: Your awfully young for this to be occurring.  The main symptom of Peyronie’s disease is the formation of flat scar tissue, also called plaque. This scar tissue can generally be felt through the skin. Plaques normally form on the upper side of the penis, but may also occur on the bottom or side.  You should see a urologist ASAP.

my penis has a hourglass shape when flaccid but when it gets erect its normal, i dont know if thats bad, and when its erect it curves upwards i dont know its thats normal its not a bent its just it curving high up. im a teen and im nervous if problem?

: Penile length is measured from pubic ramus to the tip of the glans while traction is applied.  Average stretched penile length for boy at  full puberty ranges from 3.66 to 6.5 inches.

From empty to full: A flaccid penis has empty corpora cavernosa (penile dods), with erection these fill with blood. Penis becomes inflated and thus is much larger when erect. Analogy is filling a balloon with air.

No: The process of erection involves the engorgement of the penis with blood but does not change the structural elemens of the penis.  So while of course, the penis enlarges with erection, afterwards it is back to the normal state and repeated erections will  not produce permanent basic enlargement.

Should only matter: If it is big enough in it's "active"  state it doesn't matter when it is flaccid.  This should be a private matter for the consenting parties involved. What other people think about it when flaccid is not their business.
