Shaving promotes: Part of the answer is quite basic. Shaving hair short so that the hair is below the skin surface greatly increases the frequency of the cut hair end growing back out through the surrounding skin, thus developing ingrown hairs. Angles of hair follicles, how skin is treated, tight clothing, etc. Can all compound. Teasing them out with needle or dermabrasion only tx, a mechanical issue.

See the Dr.: Best to se the Dr.  Sounds like you re getting a chronic folliculitis, which could be caused by shaving.  Assuring you shave after showering, when your pores are open from the hot water, and you use a proper shaving cream and sensitive razor that is disposable, that could decrease the incidence of you getting them.  best wishes.

If : If the area is infected you will need antibiotics, and possibly a procedure called an I&D (incision and drainage). Otherwise, you could try warm compresses to the area three times a day, if it drains on its own, apply an antibacterial ointment to the area twice a day and monitor. If it does not improve see your doctor.

Use a loofa: chronic ingrowing hairs from any cause can be helped by using a loofa.  the loofa removes dead skin cells which often clog the hair follicle.  by keeping the follicle opening clear of obstruction, the hairs will be more likely to grow normally.
