Cracking in neck: What you have is called crepitus.  You should have your doctor check an x-ray of the neck. This would rule out early arthritis   some Motrin might help ant inflammation which could cause the sounds. Good luck and feel better.

Degenerative arthrit: It sound as though you may have degenerative arthritis though other forms of arthritis may not have blood markers so a trip to a rheumatologist  is in order.  You did not mention your age or occupation as these may be factors.

Thyroxine dose: I don't know what is causing your symptoms.  However, if you are truly hypothyroid, 12.5 mcg of thyroxine will not do much of anything. It is very low and will not replace what your thyroid is supposed to make.

See a specialist.: See a non-surgical sports medicine specialist, who would begin with xrays, to determine if your symptoms are coming from any arthritis in the cervical spine, or, it could be musculotendinous in nature, and you might just need some physical therapy.
