Nonspecific: I believe that the ductal findings are nonspecific. Sludge in the gall bladder can cause abdominal distress and indigestion. A gastroenterologist would sit down with the radiologist and review the images and decide whether more imaging studies like an MRI or liver biopsy are advisable depending upon your symptoms or lack of symptoms.

Colicky pain: Gallstones/sludge cause symptoms referred to as biliary dyskinesia (not the other way around).  Large stones can get stuck in the common bile duct but that usually causes severe pain and sometimes jaundice.  Dyskinesia is pain that comes and goes, especially triggered by fatty food.  The symptoms can be controlled with diet for a while but the best treatment is gallbladder removal.

: Yes, a benign stricture can cause partial or complete obstruction of the common bile duct and a stent is usually placed in if obstruction complete, near total or causing symptoms.

Highly doubtful that: it is significant, both measurements are in the normal range.  Changes of a few tenths of a millimeter are likely simply due to slight differences in measurement technique or normal physiologic changes.

what causes your common bile duct to be dilated 12mm when you don't have a gallbladder.

Sphincter muscle : At the end of the duct, just at it's entry to the intestine. There is a circular muscle that closes off the duct when bile is not needed to digest foods.  Since the liver never stops making bile, it will build up inside the bile ducts and stretch them out when a gallbladder has been removed. A stone could block the duct but will produce symptoms.  The stretched open ducts happen without symptoms.
