The pip joint: Creases on top of the finger can go "missing" for a time if the joint is swollen and stiff. The skin there is very flexible and if the jointis bent a little or the joint is full the creases look different. The creases dont really strethc they just look different until time passesif and when / after the mechanics normalize.

2nd degree burns: If it is not healing, needs to be evaluated by a medical provider. You did not finish your statement but I gather there is not progression of healing. An infection, a deeper second degree burn, edges of the burn that are escharotic or dry hard skin, conversion of a superficial 2nd degree burn to a deeper on due to wound issues, all needs to be addressed to allow healing and avoid complications.

Why was it wrapped?: Depending on why it was wrapped will determine how to proceed. If for a cut or sprain then it will resolve over about 96hrs. If there is any chance of an omfectio(redness, fever, streaking along the side of the finger ) then seek medical at tension.

Probably Not: The pip joint is very unforgiving. Any injury / swelling to the area takes a long time to recover.  The stretching without really seeing the finger sounds like swelling that may have resolved and more than likely the skin will regain some of it's elasticity and return, but not all of it. Time will tell.

Not permanent.: The laxity is due to not moving the joint for a month. As you start moving the joint again the skin should tighten up fairly promptly.
