Itchy red elbow bump: There are a lot of things this could be like a contact dermatitis.  You could try an over the counter hydrocortisone cream.  If that does not work then you may need to see a dermatologist

Many causes: Often we have no idea on the cause for these bumps.  You may try a topical Hydrocortisone ointment or cream on them for a few days. If problem fails to resolve or starts to spread, see your doctor or dermatologist.

Psoriasis?: Psoriasis involves both these areas and could fit with this description. There are many different prescription creams as wells intralesional treatment which can help this condition. An effective over the counter product to alleviate the symptoms is scytera foam. If the response is inadequate see dermatologist for evaluation amd treatment.

Red itchy bumps: If you haven't already, start with avoiding any hard scrubbing or washing with soap on those areas.  Use a daily barrier ointment like aquaphor immediately after shower.  You can also try a otc steroid ointment for a week or so to see if it improves.   Rashes are notoriously difficult to diagnose and manage without a picture so make sure you see your doc if not improving.  Good luck!

Rash on Arms: Dermatitis herpetiformis is an extremely itchy rash made of bumps and blisters. The rash is chronic, which means it continues over a long period of time. This rash occurs on the arms and elbows. Other causes include eczema, allergies, contact dermatitis, psoriasis and others. See your dermatologist for a diagnosis and treatment.

Try moisturizer: The distribution is suggestive of atopic dermatitis.   However, it is unusual not to have asthma , hay fever or both when one has atopic dermatitis.  I note that you have already tried HC cream but the OTC product may not be potent enough.  Try applying moisturizer within minutes after bathing to see if this helps.  If not consult a derm or allergist.

Rash: Sounds like this comes on with activity and when you sweat. It could be that causing this by friction between your arm and torso. Perhaps covering it with activity will help.
