Bloody discharge: Most of the times it's due to a benign papilloma, a tumor that grows within the duct. Bloody nipple discharge in someone under 40 is caused by cancer in less than 3-5% of cases so i would not be too worried but certainly agree with having it checked. Best to you.

Possible mastitis: This maybe evidence of a fairly common superficial infection of the underlying glands. It is more common in nursing mothers but can occur otherwise. You should have your family doctor check it

The Montgomery gland does give some oily substance discharge to help lubricate the breast. If raised and painful see your doctor

Yes and no: Yes, it is normal to have a little discharge from the Montgomery glands, however it should not be painful.  Possible causes for pain include a Montgomery gland cyst, or possible infection, or even pregnancy.  My recommendation would be to have a medical exam, and possibly an ultrasound to aid in the diagnosis.  A more detailed history and physical exam may be enough to diagnose the cause of pain.

Unlikely: Montgomery glands are like sebaceous glands , its infection is more like a bad infected pimple is not cancer, but you must see your  doctor to treat with antibiotics , if needed drainage (i;d)  , and to make sure  do not have any serious problem  , infection itself is not cancer.
