No, but...: Many things are possible in life. The chances of catching brain-eating amoeba from tap water in developed countries is so unlikely that the answer is "no." If the water's chlorination became inadequate, it's possible that Naegleria could survive in that water. The level of chlorination should remain high enough all the way to one's tap, as Naegleria cysts are somewhat resistant to chlorine.

More likely to burn: Bleach is touted as a home remedy for many things--this is not a location where you should apply strong chemicals in an attempt to save a couple of $, you will reget the chemical burn. Continue treatment at least 3 days after you think is entirely gone.
