No real tx: As injured skin heals, the body creates inflammation to do so which means fresh blood goes to the area and with it, many kinds of healing factors and cells.  One type is called melanocytes which carry our skin pigment melanin.  A healing occurs, these cells get deposited int he area and give it the brownish coloration you see.  Over time, there will be some fading as the injury matures.

Sunburn Itching: Keep sunburn cool w moist cool/cold compresses.  Avoid alcohol containing products.  Break off pieces of aloe vera plant ; apply sap to skin.  Consider non-steroidal anti-inflammatory meds to reduce pain.  Don’t yank off peeling skin or burst blisters.  Benadryl (diphenhydramine) can help with itching.

Keep skin moist: You will want to avoid further sun exposure. Keep your skin moist - an aloe containing product tends to be very soothing. Shower or bathe with water that is not too hot. Try not to repeat the sunburn!

Can also use calamine lotion or silvadene

Sunburn: Yes you should be worried and you must go to the nearest Emergency facility to begin to help you control the blistering.
Won't get better overnight but will get better over time.

Both!: Acute sunburn causes more skin damage, and may increase risk of melanoma somewhat more than long-tern sun exposure, which still causes wrinkles, spots, and skin cancers as well. Radiation damage is cumulative over a lifetime, so both are not good! sort of like many toxic things--a little over a long time will kill you just as dead as a lot all at once!
