Torso usually: Usually they start on the warmer parts of the body-torso, and then spread outward.  Shingles can start on the back and go down one leg

Hyperpigmentation : What you describe is likely permanent. Postinflammatory changes from infections, trauma, acne, etc. Can lead to scarring and hyperpigmetation.  Bleaching and lightening agents  may prove futile.

Yes: People can get chickenpox more than once if the first case didn't get them fully immune. It is unlikely but possible.

Doubt it: Cpx is a rash that generally starts around the neck and face before spreading elsewhere.The pox starts as a small bump that quickly becomes a blister about 2X the size of a BB shot ,ruptures and begins to dry all in the space of 12 hrs.They come up in waves of half a dozen or more.Your description does not bear any resemblance to this.

Unlikely to be Cpx: Cpx come up rapidly from tiny bump to BB sized blister within hours.They then drain and crust. It usually starts on the neck and spreads.Spots come up in waves for about 6 days.The ave # of spots is ~200. There a lot of things that can can cause bumps, bug bites and allergic exposures being high on the list.

Need more info : Its hard to say much without more history and physical exam. If he recently had chicken pox vaccine, this could be a mild reaction, which often does not have that classic chicken pox vesicular look.  Has she had any exposures? Recent fever?  Travel?  Immunization status?  Daycare? We might be able to help in a Prime visit with detailed photos.

Rash: Although most childhood rashes are not serious, any rash that causes pain could be concerning. Chicken pox is not known to cause pain. Nor does it typically localize to one area of the body. However, shingles, which is caused by the same virus as chicken pox, can do these things. An examination by your doctor is warranted so the appropriate course of treatment can be started.

Chicken pox?: Take your brother to see his doctor, or a clinic nurse.  There are many causes for skin rashes, and it may be another illness.  If it is chicken pox, it is very contagious and he should avoid contact with others until he knows for sure what it is.  If he begins having a fever, he should see a health provider right away.
