Yes: Certainly your observation suggests that. We know many non-pelvic symptoms are related to the menstrual cycle. Many women get arrhythmias (palpitations) at different times of the month. Sleep disturbance, headaches, appetite, fluid retention, mood, etc are all related. Why not chest pain?

No: What you described is not normal. But you did not provide sufficient information for a meaningful opinion. Dizziness may be due dehydration and you should drink enough water, daily, so that your urine most colorless. If the chest pains persist, you should see a doctor.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine, if you are under 27 years of age.

Muscle spasm?: Chest pain can occur with low blood pressure. If during your period you have low blood pressure your blood pressure medications could make BP go too low and cause pain. That would be easy to check. Muscle spasm could cause such a pain. Low potassium or magnesium may predispose to that.  Consider changing life style to normalize blood pressure.

Breast pain: You may have premenstrual syndrome manifesting this way. Try to reduce caffeine intake, try vitamins e supplement. Birth control pills may make it worse, but they make it better - depends.

Lumpiest: Due to the hormonal changes during your cycle, breasts are generally at their most lumpy and most tender normally before your period so you are more likely to worry about something normal or miss something abnormal then. They are normally the least tender and lumpy just after your period when the progesterone is lowest. Hope this helps.

Late Period: Repeat the test in a week either at home or in your doctors office.  If it is still negative then make an appointment for evaluation.

Breast tenderness: Many women complain of breast tenderness during their menstrual cycle. Birth control is very good at regulating the hormonal fluctuations to help with this. I am not sure we can say if it is normal for one to hurt more than the other specifically during the act of squeezing.

Breast: Swelling can be a normal part of menstrual cycle.   Many women experience this.  The important thing is that it returns back to normal post cycle.
