This is examination is given by a governing body such as the american board of internal medicine.

Because all dogs provide owners with "emotional support" and are in theory "emotional companions," and too many dog owners want to take their dogs everywhere, we currently have a societal problem... too many dog owners wanting this. The solution may be to make strict universal criteria that all dog owners must stick to, so that only about 1% get certified.

Chemical free: Fruit and vegetables can not be grown in ground treated with any chemical fertilizer, nor can any chemical antibacterial, insect or "pest" repellent be used. Domestic animals kept for meat or dairy production can not feed or graze on non-organic food or pasture. Organic animals must be confined to cages, ideally be "free range" and receive no hormones or antibiotics.
