Dermatologist: I would recommend evaluation by a dermatologist.  Skin lesions are hard to diagnose without visualization.

Sounds like bed bugs: These are VERY itchy and typically happen as you sleep.  Calamine and or benadryl (diphenhydramine) might help but you need to get rid of the bugs.   Good luck!

Scabies or Chiggers?: The rash could be due to scabies caused by a common mite,  or chigger bites, caused by mite larvae that feed on the skin. Rashes and itching caused by chigger bites looks and feels scabies and are caused by a combination of digestive enzymes secreted by mites and the immune response of the host causing an intense pruritus (jones, j.G. (1987).  There is specific treatment for scabies.

The bumps can range from a response to pressure from socks or the shoe (pressure) to a number of skin problems.

Contact allergy?: You may be allergic to one of the ingredients in your shoes.  Consult an allergist or dermatologist to find out which ingredient is the problem so that you can purchase shoes without that ingredient.  In the meanwhile , consider a sole insert to see it it helps.   Topical hydrocortisone may be tried to control the rash but avoidance is the ultimate answer.

Athletes foot: You either have athletes foot or an allergic reaction. See a podiatrist or a dermatologist

got tattoo touched up on foot 4 months ago. a few weeks ago i got a few small itchy bumps under it. the itching stopped but there is 15+ bumps. help?

See dermatologist: This can be an allergic reaction to the ink and or small granulomas forming in the skin around the ink.
They may be able to inject a steroid to calm it down
