Allergy consult: This has many potential causes. For example , a viral infection or a drug (levofloxacin?) taken recently may have caused it.    In the meanwhile, try taking antihistamine 3 to 4 times a day to see if this may help.  The dose needed for itchy skin is much higher than what is needed to control hay fever but even then it may not work. If it lasts more than a few weeks, consult an allergist.

Hypersensitive skin: This could represent dermographism, where you can cause welts on your skin with pressure, like writing. Physical urticaria, or hives, also possible. I usually have someone try an oral anti-histamine for this problem.

WHY??: Why would you want to use an anabolic steroid? Was it prescribed by a Dr??? Or do you hope it will turn you into a fantastic hulk? What is the "rash" on the lower half of your body?  If there is no medical indication for steroid therapy  you should avoid it and ignore the exaggerated hype about any benefits.  You should also see a dermatologist about the rash.

This : This sounds like an allergic reaction, possibly due to a cleaning product being used while cleaning your new place, or another exposure, even food allergies can cause this. 
In situations such as these Benadryl (diphenhydramine) can be used, however if the rash gets worse or a fever develops then medical attention should be sought.
By the date of this post it has been almost a week now, if the rash has not resolved as of yet, i definitely encourage you to visit a medical professional right away.

Dermatographism: If your rash is a flat one and scratching it causing raised strip, you have dermatographism meaning that your skin is oversensitive.  If it is bothersome, taking an otc antihistamine such as zyrtec (cetirizine) will likely control it. Else it is not a major health issue.
As always, mention this to your doctor when you see him/her next time.

May not be stress: You cannot rely on cortisone alone to control your rash and should try to find an answer or safer treatment for the rash.  Although stress can worsen any illness, it is difficult to prove that it is the only cause.  As for another course of cortisone for a few days, it is likely safe but then what would you do if the rash comes back again?

Yes , it is possible: Although It is not common to get an allergic rash as a reaction to the body wash, but it is possible. She should be checked by her pediatrician to be sure that it is an allergic rash and not a something else.
Changing the body wash in addition to use of a mild antihistaminic medicine would solve this problem
