The symptoms you describe could be from abuse of almost anything or even represent an underlying medical or psychological condition. Have you talked to her about getting help? However, addiction is always more than physical dependency, and the oral nature of smoking, the highly repetitive actions (taking a drag 30 times with each cigarette, 20 cigarettes a day= 600 repetitive actions) also produce their own "addiction."  The linkage to waking up, meals, phone calls, sex etc. ditto.
