Very unlikely: If you want them fixed that will require surgery and many times there is not enough tube left so you would have to have in vitro if you wanted pregnancy.

BTL is forever: If your fallopian tubes were cut, you had a bilateral tubal ligation, then you do not expect them to grow back together.  Tubal ligation is a permanent sterilization procedure.
Sometimes, you can do surgery to reattach the tubes. And sometimes, rarely, the surgery fails and you can get pregnant.
Most of the time, if you want to be pregnant, ivf would be necessary.

Very rare: Although listed as a possibility, this is extremely rare.  These days most surgeons not only tie the ends, but also cauterize each side.  The chance of both sides coming untied and rejoining despite being cauterized is very, very low.

No: Definitely not. Sometimes pregnancies happen after tubal ligation because the "burned" area forms a hole (a fistula) through which sperm can pass, but the tube itself doesn't grow back.

: Urethritis (especially in a young male) is generally a sexually transmitted disease, fundamentally different from a urinary tract infection. Find a different doctor.

Maybe: Fallopian tubes can "spasm" and create cramping, but it usually does not go down your legs. Adhesions and endometriosis can cause those kind of pains, so get examined by a gyn md to determine the cause.
