Yes: There is sperm present in the pre-ejaculate and any seminal fluid within the penis even if he does not fully ejaculate inside your vagina. Additionall sperm can stay alive for up to 48 hours after ejaculation so fyou ovulate within that time you could still become pregnant.

Not likely.: All women are generally considered fertile.  About 25 % of women will become pregnant with unprotected sex each month 75 % will not.  You play the odds every time you have unprotected sex. 

If you do not want to be pregnant but fail to use some method of protection there is indeed something wrong.
