6'1": You should be seen by a hormone specialist and check whether your height is growing and to what extent.
Getting taller without muscles is OK for 6'1" for a while but you do need to see someone who is expert at increasing your muscle size and strength.
There are many places (physical training) that will help you gain weight and improve your strength.

Testosterone increases muscle cell response to any activity, with or without working out. As levels decline, muscle mass can also diminish.

Depends: The aap &amp; sports medicine groups encourage a delay in power lifting/heavy lifting until skeletal maturity. This varies with each kid &amp; generally equates to final height &amp; pubertal stage. Lifting technique and exercises with lower weight loads can be started earlier under the supervision of trained coaches. Such limitations are meant to reduce the rate of injury in each age group.

I'm having some trouble understanding your question. If you want a thicker beard, this may or may not come with time depending on your genes; many women prefer a sparsely-bearded man.  Can you clarify?

Unrelated: Pectoral muscles are always present, any increase during puberty is related to hormonal influence of increased testosterone production. But if no evidence of pectoral muscle raises the concern of poland syndrome a congenital absence of the pectorals muscle. Seek an evaluation.

Late puberty: You should see a primary doctor as soon as possible!

(Spent 27 years in Sydney before coming to USA. Visited QLD only once and had a good time. Now I am 72 and still working hard and enjoying life.)
