: Most of the time the condition is contact dermatitis due to cosmetic products or facial soap.
Make sure it is true eczema because face and neck are exposed to sunlight and people have disease with rashes when the skin exposed to sunlight, give examples lupus rash, porphyria ...

Tough question: Specific foods can trigger eczema (milk, wheat, eggs, nuts for example), but traditional tests for food allergy may not catch the association. If concerned, see an Allergist. Usually the identification depends on single-food elimination trials to determine effects. Neck itchiness can be due to eczema or just dryness of skin. Use good moisturizer (eg CeraVe) post luke-warm bathing and later in day.

More details needed: Please give more details on the appearance and size of the rash since eczema is too non-specific a term.  You will also need to tell us whether the rash itches or burns.

i have eczema. its pretty bad on my arms and neck . i use lotions to keep it down and smooth but sometimes it flares up . recently a rash popped up on my leg . its eczema and ive never had it on my legs . what could be the cause ?

: If the rash is similar, eczema may be one cause. For itching, calamine often is helpful. Please see your PCP or urgent care. 
For long term skin care, discuss the use of hydrocortisone lotion.

i have a 3 month old son with eczema and was told to use hydrocortisone 1%, 3 days caused white patches in face and neck, is this permanent? how long?

Probably not: I suspect that the patches would go away after the skin problem has been controlled.  But if the patches remain &gt; a month after the hydrocortisone has been stopped, see your pediatrician.

Swollen nodes: The swollen nodes may be due to the sore throat but if eczema or acne is weeping the nodes could be swollen because of it.

Yes: Subacute and silent thyroiditis can be caused by several viruses. They can cause symptoms and usually resolve after a few months.
