There are moisturizing hair products called (it's a ten) that are particularly good for dry hair.

Dryness or seb derm: I try to distinguish between flaking and dandruff caused by dryness, which i'd treat with a gentle, fragrance-free shampoo and perhaps reduced frequency of shampooing, and seborrheic dermatitis, which is more often associated with oiliness and a 'greasy scale', which i'd treat with a medicated shampoo containing zinc, or tar, or selenium sulfide, or salicylic acid, or ketoconazole.

Possibly: There are a lot of very effective and not expensive hair conditioners available. I would try them first.  Rain water is very good for washing your hair, however because of pollution it might not be desirable nowadays.
