VED: Vacuum erertion devices draw blood into the erectile chambers of the penis and create an erection by engorgement.  This engorgement is as temporary as any erection.  It is unlikely to make the size of your flaccid penis increase although it will enhance your erect penis size most of the time.

Low hormone issue: This could be an abnormality in the production of male hormones.  See your primary care physician for an initial history and physical.  Your doc may order lab tests and send you to see a specialist (endocrinology).

Hard to say: If what you say is true you may have either a chromosome disorder or genetic defect that makes you this way at 18. Unless &amp; until you have the tests done to sort this out no treatment plan can be proposed.

i just think its weird how im normal but my penis hasnt grown in size or growth at all. and i was told there was a chance it could grow more is there a natural way to make it grow an inch or two if i could grow that much id be perfectly fine?

: At 25 you have what you will end up with. There are many advertised supplements of exercises that promise to add length or girth, but these are a way to enrich the promoter, not gain penile size. An enterprising urologist may  be willing to build one to order (with limited surgical success).
