Yes: Yes, classic lesions are blisters, but I have seen it cause anything from rashes to bullae (large fluid-filled blisters).  However, it is important to evaluate other causes of rash and not just assuming it would be hsv, as it would be an atypical presentation.

Blisters: Herpes viruses cause a series of skin lesions. The rash starts out as small bumps then develop into blisters that are very painful. In fact, the pain can even start before the rash. The blisters then open and turn into sores that crust over. If you do not scratch or pick at them they usually heal up without scarring.

Yes-: Oral herpes is usually caused by hsv -1, which can present as a mouth ulceration or else, as a vesicular rash (a small, fluid filled pocket on the skin)

Rash on testicals: A "red scaly rash" on the testicles can result from friction due to inadequate support for the scrotum during exercise, etc., or from a yeast (fungal) infection, made symptomatic secondary to lack of light and poor exposure to ventilation which can assist in yeast growth.  Try Monistat 7 cream (over the counter) , and if not helpful, ask your physician for an exam and appropriate treatment.

i had unprotected sex 18 days ago i now have a fungal like rash on scrotum the last 3 days ago but no sores or pain and light itch could it be herpes ?

You: stated fungal like. If you are correct then it is not herpes. However with unprotected sex you need full evaluation for STDS and practice safe sex

Could be: You really need a physical exam by your dr. / or gyn dr. To adeqautely diagnose wether or not you are having a herpes outbreak.  It is almost impossible to diagnose that over the computer. Good luck.
