It may: There is some data, mostly in specialized hypertensive(elevated blood pressure) rats, that capsaicin(the "hot" chemical in peppers) help dilated blood vessels.  It's not as clear how strong if any that response is in people.  So it may very well help out but likely at most, just a small bit.  Though remember, every small bit can help out in the long run. Caution: This herb capsicum (cayenne) may have the potential to prolong clotting time, so people taking warfarin should exercise caution before eating quantities of chili peppers.

Cayenne also inhibits liver enzymes (cyp1a2) and thus slows the metabolism of warfarin.

The combined effect could lead to an increased risk of bleeding.

Call your physician and find out the cause.

Raynaud's Syndrome: Please do what your doc says but consider a natural approach.  Neo 40 is a beet root product to help circulation and has some research suggesting usefulness in Raynaud's.  The pain may also be from neuropathy and sublingual vitamin B12 can be used to help w/that.  See your doc or a nutritionist.  Peace and good health.  Beet root better than l-arginine.

Cayenne: I'm sorry you have a problem understanding science. There is NO credible scientific evidence that cayenne pepper is a useful long term agent for blood pressure control. There are loads of 'opinions' but not evidence by scientific study.

Can't count on it: There are thousands of supplements and services advertised to do all sorts of magical remedies. Very few supplements have real research studies to show medically consistent benefits (but manufacturers make claims, based on theories, animal tests, testimonials, chemical similarities, etc... but not based on real research).

Yes it can: Weight gain can absolutely increaase your blood pressure.  I recommend regular exercise (which can decrease your blood pressure even when you dont loose weight), and a healthy diet.   Also sodium   (salt) can increase your blood pressure , so i recommend taing in < 1500mg a day if you have high blood pressure.
