Deer tick: Deer ticks sit upon the top of the skin and grab the skin and penetrate it with the proboscis that gives the tick  blood. So they are technically external to the skin.

WD40: Years ago a during training a faculty member recommended i try wd40 ( a thin petroleum product) for my hunting related bites. It worked so well I have been using it in my practice for decades. It seems to suffice the buggers buried in the skin but it also has an anti-itch effect.

No. : No. Ticks remain on the surface of the skin but they insert a special tube like feeding device, called a hypostome, to nourish themselves on your blood.  They keep the blood from clotting by excreting an anticoagulant.

The bump you feel is not a tick's body, but could be an inflammatory reaction from an insect bite.

Penis: Several factors influence the appearance of the penis size.  Usually a fat pad above the pubic bone makes the penis look small.   Your son may have delayed onset of puberty and a doctor assessment would help.  Genetics also plays a role.   Be supportive and do not make it the focus of doctors or yourself.  Things will be better with time.
