Rash: There are a number of potential causes.  You should see your dermatologist for diagnosis and treatment.  There are too many possibilities to be able to diagnose it from your description.. However you want to see your doctor to be sure it is not an infection.

Keratosis pilaris bumps are usually white, sometimes red, and generally don't hurt or itch. Keratosis pilaris can be frustrating because it's difficult to treat. However, keratosis pilaris isn't often serious and usually resolves by 30.

STD or Folliculitis?: Pimples/ Pus filled bumps in the genital area can indicate several things. If these pus filled bumps are on the surface of the penis an STD is most common. If the bumps are on the thighs or where the hairs are located it can indicate folliculitis which occurs when hair follicles become plugged and infected. It would be wise to see a Dr for exam/treatment.

Could be bites: The spots you describe could be many things. If they are insect bites popping them won't reduce itching.  Resist the urge to pop anymore as infection could settle in to open sores.  If the itching is bothersome an otc antihistamine such as Benadryl (diphenhydramine) or zyrtec can help.

May be skin cysts: A little bump on the skin that has whitish stuff inside, but is not pus as in a pimple, is likely a skin cyst that contains skin oils and skin cells. A primary care doctor or a dermatologist can look at it to see what can be done. Sometimes, keeping the cyst empty for a while will allow it to shrink in size. On a penis, tiny permanent whitish bumps near hairs may be normal and not need removal.

Little white heads are more likely folliculitis. If quite itchy, an allergic reaction is more likely. A video consultation may suffice.
