Several possibilitie: This could indicate several things.  There are several types of eczema-like conditions that can cause this, and can affect the outter vagina.  Other possibilities include ingrown hairs and some sexually transmitted infections.  Your doctor should be able to tell you more with a quick exam.

Possibly herpes: The blisters are concerning and if they have a habit of coming and going it is very suggestive of a herpetic type virus. You should show these to your doctor as this would make the dx easier. The bumps may be prevesicle stage and then  blossom out in to blisters. If this happens frequently you should have protected sex until you find out. Most likely should tell any sexual partner. NO oral sex

See doctor: See a doctor to see if you have a low grade bacterial infection such as folliculitis which is common after shaving. They will also check for other minor rashes such as molluscum which can occur in that area. Treatment of these issue is straightforward.

This : This sounds like a vaginal abscess (infection), they tend to recur. If the area in question does not drain on it's own or you get a high fever see your doctor. The area may need to be incised and drained.

Needs care now: Sounds like an abcess, perhaps a Bartholin's cyst.  Go get it looked after, now at an er, unless your physician has sunday office hours.  Skin infections usually respond to heat and antibiotics, and often need timely incision and drainage (i & d).
