Yes, most likely: Multiple, small, slightly raised, similar in appearance, white to flesh-colored "bumps" on the penis especially if containing a hair are just prominent hair follicles and are normal, especially near base of the penis.

?latex allergy: Possibly you had a latex allergy or a contact dermatitis from the condom and the friction caused during intercourse.  If it happens again and often, see a dermatologist.  Best wishes.

Warts: Regardless you should get this 'bump' treated. I have seen warts on the scrotum and base of penis with hair in them. Not sure if you read a false myth or not.  But, warts happen all over the genitals. It is better to get it frozen off.

Bump: Please have it checked  and get tested for STD.some Std like Herpes can show up even much later specially when your immunity is down for any reason.Or it could be pimple from irritation. Or boil etc . But have your doctor take a look at that.

Get checked : Men can have a STI without any obvious symptoms. The bump could be an incidental event, unrelated to any STI. Periodic screening if you are sexually active is a reasonable thing to do. Your doc can order a specific  STD urine test that looks for some and do a blood test to screen for others.(As well as look at the bump)

Get checked: Without being formally evaluated hard to know cause so best to get checked by your doctor or a dermatologist. Cysts can form on the genitalia and could present as firm bumps, but again best to be formally checked by a physician.

May be just an acne: It's most likely just an infected hyperactive sebaceous gland like an acne on the face. Its occurrence will not affect how you urinate, but give you some local pain &amp; irritation. It tends to recur once infection once took place; so, it may require surgical ablation or excision. But, without inspection / palpation, it's still hard to give an accurate Dx. So, see Doc for sure detail and care. Best..

See answer: Most common cause would be an infected hair follicle (aka folliculitis) caused by the bacteria staphylococcus aureus. Self-treatment includes avoiding irritation by clothing or shaving; moist heat compresses; proper hygiene with antiseptic cleanser; and topical antibiotic (mupirocin, neomycin, and bacitracin with polymyxin B). If no better in 2-4 days or worsens, an oral antibiotic may be needed
