Tricky: dermatologic conditions are difficult to diagnose without seeing them. but most likely possibilites are:
herpes (they don't last)
warts (they do)
a lot of skin infections (boils, acne, etc.)
or... basically jock itch.

Pseudofolliculitis: Black people in particular have extra-curly hair, which is an unfortunate set-up for ingrown hairs. This pseudofolliculitis barbae doesn't have any great treatment. You will often see this on men's faces and necks because they shave regularly. The bumps are the ingrown hair, the dark color is just inflammatory reaction. Here's the worst: never shave and let your hair grow. That only might help..

Bumps: It could be something simple as folliculitis which is infected hair follicles. You can try benzoyl peroxide topical wash or topical gel on it. Try not to shave until it is resolved.

Folliculitis?: Your description suggests bacterial infection of hair follicles. Usually will develop small pustules(pimples). Bactroban (mupirocin) antibiotic cream may help but if not responding will need culture for MRSA and oral antibiotics. Suggest you see your physician for proper diagnosis and Rx.
