Yes,: it could be a pimple, or clogged oil gland.  Especially if it is a little tender.  If it doesn't go away in a week or 2, it may be a mole and you should have a doctor take a look at it to make sure it looks like just a normal mole.

Could be either.: The only way to know for sure is have it examined by your provider. They may need to do a biopsy or other studies or may just need to do a physical exam. It i best to have a professional examine it.

Common being common: The most common scalp lesions that we see in the office are pilar cysts - but without examining you, it would be tough to provide you with a diagnosis.  The workup for hair loss involves a thorough physical exam and some laboratory work.  I would check in with your local board certified dermatologist.

Scabs on scalp: These may be scabs,  clusters of dried blood  leaking from small wounds on the scalp, or they may be scales, thick chunks of dead skin like dandruff.  Try using medicated shampoos, like head and shoulders, selsun blue and t gel, and wash his hair, for ten minutes a time, every day, alternating shampoos. Then rub a small amount of Hydrocortisone lotion into his scalp. If not better, see a skin doc.

Read instructions: Most, if not all, hair color agents advise a skin test for allergy to components b4 doing the hair. White bumps may be dandruff or seborrheic dermatitis, that may respond to selsun blue shampoo (with selenium) or anti-fungal shampoo like nizoral (ketoconazole). Try to get scalp under control b4 coloring hair & do test on skin first.

?folliculitis: This could be caused by inflammation or infection of some of the hair follicles of that part of your scalp. A dermatologist could diagnose the problem if you were examined when the problem is active. In the meantime try a good detergent shampoo which is good for removing excess oils.

Trichilemmal Cysts: Trichilemmal or pilar cysts are common intradermal or subcutaneous cysts, occurring in 5-10% of the population.Greater than 90% occur on the scalp, where trichilemmal cysts are the most common cutaneous cyst.Trichilemmal cysts are almost always benign. They may be sporadic or they may be autosomal dominantly inherited. Treatment is surgical excision.
