Many possibilities: Lumps, bumps, blisters and other skin abnormalities on the genitals need to be evaluated. An examination will be needed to know the cause and treatment. Genital warts are  one of the many possibilities.

STD? Genital herpes?: This sounds like an STD, especially new genital herpes -- the main cause of painful genital sores or bumps, especially when combined with abnormal doscjarge. Of course STD is possible only if you are sexually active. No matter what, you must get care ASAP -- see a doctor within a day. (If herpes, diagnosis is most accurate and treatment most effective the sooner they are done.) Good luck.

Most likely, the problem is benign and can be treated easily, but you will need to identify the problem first through a proper evaluation.
