Doctor can evaluate: For bumps on the penis, a primary care doctor, a urologist, or a dermatologist can evaluate to see what they might be. Bumps can be trapped skin cells, trapped oily secretions, normal features, warts from hpv, etc...  A close examination should be able to tell if there is a problem or not. Sometimes, a visit to more than one doctor is needed.

Now at age 21 it may become a cosmetic concern for you leading you to consider corrective options. If you are only curious and could live with it one option is to just do so provided it is not changing. A referral to a urologist would be the best start to discover other options.
