Rest and ice: Pain and tenderness is often from musculoskeletal causes. A pulled muscle or trauma to the area would have to be considered. Associated symptoms such as chest pain or pressure, shortness of breath, pain radiating to the neck or left arm would be more concerning but would be uncommon to cause tenderness over the muscle. A trial of over the counter anti inflammatory medication and rest may help.

had cortisone injection 8 days ago in my shoulder . have huge bruise and it hurts worse than before the injection, is this unusual?

Need more info: Are you on blood thinners or high doses of anti-inflammatories like Ibuprofen or aspirin? A huge bruise would be unusual under ordinary circumstances. Was there trauma to the shoulder? Increased pain this late may be the signs of infection. Should be feeling better. Have you had any fever or unusual symptoms, -extreme tiredness or flu-like symptoms. You need to see whoever injected you asap.

I would encourage you to monitoring the bruise to make sure it's not growing or becoming painful.  Also make sure your bruising elsewhere or bleeding from your gums when brushing your teeth, having bloody noses, blood in your stool or urine.
