Impossible to tell: For sure without actual examination.  But if is sudden onset and localized to a 3 inch area, it is most likely something that happened to your skin locally.  For example, contact dermatitis, insect bite, local irritant.  If it spreads to other areas of the body, you must look to systemic disorders.  Go to dermatologist if it persists.

Brown Spots: Brown spots may be due to a lack of vitamin C or B12, anemia, weak liver function or cumulative sun damage. It's important to investigate each potential cause; your doctor can help. Accutane makes you sun sensitive which can cause brown spots.

Solar lentigoSolar: Solar lentigo - these are related to sun exposure and seen on areas of skin normally exposed to sunlight (e.g. Face, hands). They are benign lesions, less than 5mm in diameter but they may merge to form larger spots. The peak age used to be 30-50 but is getting younger with increasing sun exposure. Treatment is with liquid nitrogen or bleaching cream or laser.

Need to examine: It is not feasible to provide a meaningful opinion without examining you, however, what you described could be due exposure to sun. Try using sun screen on your hands.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine

Keratosis?: These may represent stucco keratosis which is localized thickening of skin simi, ar to barnacles on a boat. Soak and use peeling cream with urea or lac 5. This will remove surface and improve appearance. If this disturbs you dermatologist can diagnose and remove ith minor procedure.
