Sun Protection: These brown spots are in sun exposed area and are generally pre-cancerous lesions or actino keratosis. Using sun block and wearing a hat would be helpful to reduce their occurance. If the area begins to enlarge then have it evaluated.

Brown spots?: This would have to be personally clinically seen. It may be normal pigmentation or perhaps something else. See your dentist for an evaluation.

It : It is unlikely that the brown spots you are describing have anything to do with frequent masturbation. If they have been present since you were a child, the odds of it being something serious are very slim. The spots may represent common skin moles, or even skin follicles. Check every day: The usual plan is to have somebody remove every nit (egg) he can find after the first Nix (permethrin) shampoo. Checking one's hair and head for lice or nits, every day, will prevent lice from gaining a foothold again. Repeating the Nix (permethrin) shampoo in 1 week helps. As long as any and all nits (lice eggs) are quickly removed each day, the lice problem goes away. After 1 month of checking, one can just check weekly.
