1st Physician review: First consider physician review.  Check hormone levels to look for abnormalities.  Once all major problems have been ruled out...Then and only then can you try more conservative measures.  Limit caffeine intake, take NSAID medications like aleve, (naproxen) motrin.  Evening primrose oil and vit e have been reported to assist with mastopathy or breast tenderness associated with inflammation.
