Yes: The breasts are still developing and will go through many changes.  The breasts will be lumpy, bumpy and may be tender.  I highly recommend starting breast self examinations.  You can have your gynecologist or primary physician review the technique with you.

The dr was probably describing  dense breast tissue on mammogram.
Breast tissue density tends to diminish in most women as they age and pass through menopause. Some women maintain dense breast tissue through out there life. It does not have specific connotations. Just a range of normal. Estrogens can increase this.

Right afterwards they are less so as fibrocystic areas of the breasts are sensitive to your own hormones.
