Hard to say: With severe brain injury severe twitching may be a seizure. If it is mild or focal twitching, it may be a reflection of the brain injury and the irritability of the brain. This may lead to disorganized electrical activity which may lead to the "twitching".

See a neurologist: The brain, as an organ, doesn't have any sensation per se, so what ever you are feel, it is not your brain twitching.  Nor does it have any muscles that can twitch. It could be a muscle twitch in your scalp, however. If it bothers you a lot, and persists for more than a few weeks, see a neurologist.

No: the lining of the brain may get irritated, but usually is the muscle layer on your skull thats irritated. there is no brain twitching

Muscle twitch: It may be as simple as you are exerting the muscle too much with activity, you may consider decreasing calf exercises for a week to see if that helps resolve the issue.  Unlikely an electrolyte abnormality as only in one calf, not both.

Sometimes.: Any new seizure-like symptoms (muscle twitching, body shaking, muscle cramping) should be evaluated by your physician.  The symptoms are not necessarily a brain tumor.  There are many other causes of these symptoms.  But, see your doctor for an evaluation.  Your doctor might order a scan.
