Unfortunately there is no way to spot reduce the fat or size of any part of the body.  If you feel your breasts are compromising your quality of life, you should see a breast surgeon who may be able to offer a breast reduction.

It is not unusual these days to start as early as 7-8 y/o, but not abnormal to start as late as 14-15.
