Doctor can check: Boils are not normal to have. They are bacterial infections. A primary care doctor or a dermatologist can check to see if antibiotic treatment and testing of the boils are needed. If the "boils" are just acne, then there is less urgency to the symptoms; but if they are bigger than acne or more frequent than acne, antibiotic treatment will likely be needed.

Sounds like: Folliculitis, or infection of hair follicles. These usually get better, but sometimes you need antibiotics.  If it is severe and recurrent, it could be hidradenitis, a condition that might require surgery.  Also get tested for systemic disorder such as diabetes.  Time to see a doctor.

May need antibiotics: A primary care doctor can check to see if there is acne in the skin down there, or if it is MRSA (antibiotic resistant bacteria) causing pustules. Sometimes it is folliculitis by non-resistant bacteria. Antibiotics are not over-the-counter except for the first aid ointments like neosporin. However, "stronger" oral prescription antibiotics may be needed.

Probably: If this is painful, or if you are having any fevers of chills you should go see your doctor. The skin fold under your belly, above your groin is common place to develop boils.

Various causes: Boils or abscesses are caused by a skin bacteria (typically Staph aureus).  Your skin can be colonized with this bacteria and the inflammation and boil formation can be triggered by local irritation, diet, stress, heat, exercise, medical conditions like diabetes, among others.  There are other skin conditions that can look like boils, and I would recommend having this evaluated by a dermatologist.

Dark pigmentatioon: After any inflamation your body usually has hyperpigmentatin. Once your infection is completely cleraed try applying vitamin E locally.
