Yes: You would feel a cord like hardening on the course of the vein where IV was can be warm, tender and some redness could be present.

No to both: No to both.  Crack and any drugs you snort or inject greatly increases your risk of clots. Once a clot forms, nothing can stop it from moving except anti-coagulation, thrombectomy (surgical procedure), or placement of filter (blocks how far it can travel).

Pain: Blood clots are typically associated with localized pain and possibly pain with motion. Other symptoms could include swelling and redness.

Uncommon: It's uncommon, but it could happen.  However it would likely depend on a number of factors such as your medical health history, location of surgery, amount of stasis or inactivity, gender, use of birth control or other medications, etc.  Hope this helps.

Unlikely: It is extremely unlikely that a dull aching in the forearm is coming from a blood clot.  It is a very unusual place to get a blood clot.  A tendinitis of the forearm or one of several different peripheral nerve entrapment syndromes are the most common causes.  Consider being seen.

Probably nothing : To worry about but certainly could be a thrombosis of the small vein that the IV was in.  This may be sore for a while but causes no problems.  Warm compresses help.

Valve?: Everybody has a few valves here. Occasionally a bit of a surface vein can clit but these are not dangerous. If it stays around for two weeks or is uncomfortable now, get seen -- if there's discomfort use warm compresses until you are seen.

Varies: Blood clots can produce different presenting symptoms.  If it is in the artery, it can cause dramatic pain and even turn the limb blue/black if it blocks important circulation to the rest of the arm.  If in the vein, it will lead to swelling in the limb.  If you have a bruise, it is likely a small bursted vessel.  You may want to consider an insect bite too (spider?) and it may be infected.
