Should be checked: Hives present as red raised lesions occasionally with a white/ blanched center.  The are typically not described as blisters and should not be filled with fluid. The rash you describe does not sound like hives and should be examined by a physician.

Could be: Your skin will protect itself where there is increased pressure by forming a corn/callus however sometimes things can get embedded within that forming.   Thia can be dirt, can be a.Scab from friction or a wart (virus). Have the podiatrist check it and offer you relief and treatment options.

Blood blister: It sounds like it could be a blood blister.  If you have any other medical problems or it persists, you should see your doctor.

Tiny blisters finger: Tiny blisters (1mm or smaller) on the fingers can be a sign of dyshidrotic eczema. This may be caused from sweat glands that get  blocked. A prescription strong topical steroid often helps.  Irritation or rubbing can initiate a flare.

Depends: The level of pain can be related to the underlying cause of the bump/blister.If ist is viral in nature, then possibly it may be relatively painless to bothersome. On the other hand, if is related to trauma, pain could be quite high.
